Joel Kolker

WBI Regional Coordination Team

Joel Kolker is the World Bank Institute's Regional Coordinator for East and Southern Africa. Joel plans WBI's programs jointly with World Bank colleagues, and also liaisons with partners organizations in client countries.

Prior to joining WBI he was the Regional Coordinator for Africa for the Public Private Infrastructure Advisory Facility, a World Bank managed Trust Fund supporting private investment in infrastructure.  Joel has worked extensively across Africa and Asia supporting urban development, decentralization, infrastructure, housing, municipal finance, climate change, and local government capacity building. 

He holds master's degrees in urban planning and public administration from the University of Pennsylvania.
